  • Fry fish thoroughly on both sides. Set aside.

  • In a large skillet over medium heat, add 2 - 3 tbsp of cooking oil.
  • In a mixing bowl, add water, soy sauce, vinegar, ketchup, brown sugar, salt and ground black pepper. Whisk to incorporate the ingredients and then set aside the liquid mixture.
  • Dilute cornstarch in 1 tbsp of water. Set aside.
  • Add ginger and saute. Let it release its aroma and flavour.
  • Add shallot and saute until it turns translucent.
  • Add garlic and saute until it turns light golden brown.
  • Add carrot and stir fry for a few minutes.
  • Add the liquid mixture into the skillet. Cover and bring it to a boil.
  • Add diluted cornstarch into the skillet to thicken the sauce. Give it a quick mix.
  • Add bell pepper and turn off heat. Let the remaining heat steam bell pepper.
  • Sprinkle half of the green onions over the sauce.
  • Place friend tilapia on a platter and pour over the sauce on top. Garnish with the remaining green onions and serve with steamed rice. Enjoy!
